I'm trying to figure out how to best prepare for an upcoming federal contract. I saw a presolicitation notice on SAM.gov for medical coding support, NAICS 541219, with an estimated release date next month. It's a total small business set-aside. My staffing firm is small, and this would be a big win for us. I'm not sure what I should be doing while I wait for the RFP to drop. Do I reach out to the contracting officer listed on the notice, or is that bad form at this stage? Should I be trying to find a prime to team with, or does a presolicitation mean it's too early for that? Does the final RFP usually match what the presolicitation says, or do things change a lot?
