Presolicitation notice
Also called: presol, pre-solicitation, advance notice
A presolicitation notice is a SAM.gov posting that announces a solicitation is coming, usually with the NAICS, set-aside, a short description and an expected release date.
FAR 5.203 requires most federal buys above the threshold in FAR 5.101 to be synopsized before the solicitation is released, and the presolicitation notice is that synopsis. It gives industry time to team, ask early questions and decide whether to track the opportunity. Many agencies attach a draft statement of work.
What to check: the estimated release date, the point of contact, whether the notice says a set-aside is anticipated, and whether responses or comments are requested. Add the notice to your watch list so the solicitation and its amendments reach you.
What it is not: the solicitation. You cannot bid on a presolicitation, and the final solicitation may change the NAICS, the set-aside or the scope. It is also not a sources sought, which is market research done earlier in the process.
