How does the SBA certify SDVOSBs, and what's the timeframe for that process in 2026?

My firm is veteran-owned and we are looking at a federal RFP for court reporting services, under NAICS 561492. The solicitation number says it is a set-aside for SDVOSBs. We have our SAM.gov registration active, and our UEI and CAGE code are all set. I know the NDAA for Fiscal Year 2021 transferred VOSB and SDVOSB certification from the Department of Veterans Affairs to SBA as of January 1, 2023.

What is the current application process like for SBA SDVOSB certification in late 2026? How long does it typically take from submission to getting certified?

Your firm must apply to SBA for certification as an SDVOSB; the SBA application process involves submitting documentation to demonstrate that your business is at least 51 percent owned and controlled by one or more veterans. The NDAA for Fiscal Year 2021 transferred VOSB and SDVOSB certification from the Department of Veterans Affairs to SBA as of January 1, 2023. You can find detailed application requirements and forms on the SBA's website under their veteran contracting assistance programs page. The SBA reviews the submitted documents to verify ownership, control, and veteran status, and will also assess the economic disadvantage status for EDWOSB certification if applicable. The timeframe for certification can vary depending on the completeness of your application and the volume of submissions the SBA is processing. The SBA does not publish a typical processing time, but it is important to submit a thorough application to avoid delays. An SBA-certified SDVOSB must be designated in SAM.gov to receive an SDVOSB sole-source award.
