Service-Disabled Veteran-Owned Small Business (SDVOSB)

Also called: SDVOSB, VOSB, veteran-owned small business, VetCert, service-disabled veteran-owned

SDVOSB is SBA's certification for a small business owned and controlled by one or more service-disabled veterans; VOSB is the broader veteran-owned certification. Both are issued through SBA's Veteran Small Business Certification program.

Since January 2023 the certification sits with SBA under 13 CFR Part 128, having moved from the VA's Center for Verification and Evaluation. FAR 19.14 covers SDVOSB set-asides and sole source awards government-wide, while the VA applies its own Vets First preference under VAAR 819.70, which gives VOSB status real weight at the VA and little elsewhere.

What to check: the service-connected disability rating letter from the VA or DoD, the ownership and control rules in 13 CFR 128.202 and 128.203 (the veteran must control long-term decisions and day-to-day management), and the limitations on subcontracting on any set-aside award. Certification lasts three years before recertification under 13 CFR 128.306.

What it is not: self-certified any longer. A firm that claims SDVOSB in SAM.gov without the SBA certification is ineligible for SDVOSB set-asides.
