Michigan county says we need a SIGMA vendor account before they can pay us. Is that separate from SAM?

We already have an active SAM registration with a UEI, and we have been billing a Michigan county under a human services contract without trouble. Last week the county finance office bounced our invoice and said payment has to go through the state's SIGMA vendor file first, even though the contract is with the county, not a state department.

I started a vendor profile in SIGMA Vendor Self Service. The profile still shows as incomplete on my side, and the county clerk will not resubmit the voucher until it clears. Our EIN and legal name match what we put in SAM.

Is a Michigan SIGMA vendor account a separate registration from SAM, and does a county contract payment still need an active SIGMA vendor record before the payment office will process the invoice?

Yes, a Michigan SIGMA vendor account is a separate registration from SAM.gov, and a county contract payment may still need an active SIGMA vendor record before the payment office will process the invoice. State and local government procurements operate under their own specific procurement codes and financial systems, which are distinct from the federal system governed by the Federal Acquisition Regulation (FAR).

Even if your contract is directly with a county, that county may use the state's financial system, such as SIGMA, for vendor management and payment processing. This means that the county's finance office relies on the state system to validate vendor information and disburse funds. Your Unique Entity ID (UEI) from SAM.gov is for federal contracting, but state and local entities have their own unique vendor identification and payment processes. You will need to complete the SIGMA vendor profile as required by the state of Michigan to receive payment from the county.
