Technical volume

Also called: technical proposal, technical approach, volume I, management volume

The technical volume is the part of a proposal that explains how you will do the work: your approach, staffing, management, schedule, quality control and risk handling, written to the technical factors in Section M.

Section L defines the volumes a proposal must contain and the page limit for each; the technical volume is scored against the technical and management factors in Section M, usually without the evaluators seeing the price volume (FAR 15.305 lets agencies evaluate cost separately). Strong technical volumes follow the Section L order exactly, state a claim and then prove it with a method, a named person or a past example, and never make the evaluator infer.

What to check: the page limit and what counts toward it, whether resumes and past performance belong in this volume or their own, whether the agency wants a staffing plan with hours by labor category, and whether a technical approach that promises more than the statement of work asks will be priced consistently in the price volume.

What it is not: a brochure or a restatement of the statement of work. Evaluators mark down proposals that promise compliance without explaining how.
