My firm is preparing a proposal for a federal IT services contract, NAICS 541519, for systems integration. It is an SDVOSB set-aside, and the Request for Proposal (RFP) is due in four weeks. I am working on the technical volume. I always use a compliance matrix to make sure we address everything in Section L and Section M, but I am looking for ways to strengthen our approach. We have good past performance and strong staff, but I want to make sure the technical approach itself stands out. What are the key elements of a strong technical volume for an IT services RFP, beyond just compliance?

A strong technical volume for an IT services RFP goes beyond compliance by clearly demonstrating your firm's understanding of the government's problem and offering a tailored solution, not just a list of capabilities. My firm does janitorial and facilities, not IT, but the proposal process is similar for any service. You need to show you understand the work, the schedule, and how you will staff it. For federal contracts, look at FAR Part 15, Contracting by Negotiation, for the rules on how these proposals are evaluated. When I bid on county and school contracts, I focus on presenting our team and our approach in a way that makes it easy for the evaluators to see how we will get the job done. This means detailing your processes, showing how your team's experience directly applies to the project requirements, and anticipating challenges with proposed mitigation strategies.
