Combined synopsis/solicitation

A combined synopsis/solicitation is a single SAM.gov notice that both announces a buy and is the solicitation itself, used for commercial products and services so the agency can skip the separate presolicitation step.
The procedure is FAR 12.603, which lets a contracting officer buying commercial items under FAR Part 12 publish the synopsis and the solicitation together. The notice text often is the solicitation: the description, the clauses by reference, the evaluation basis and the due date are all in the body, sometimes with attachments.
What to check: the due date buried in the text, the clauses incorporated by reference (FAR 52.212-1 instructions and 52.212-2 evaluation are the usual ones), the set-aside, and whether the notice asks for a quote or a proposal. Watch for amendments posted as new attachments without a new notice.
What it is not: a two-step process. There is no later, fuller document coming. If the combined notice is thin, ask questions during the Q&A period rather than waiting for a solicitation that will not arrive.
