DIBBS and DLA

DIBBS is the DLA Internet Bid Board System, the Defense Logistics Agency's own portal where it posts requests for quotation and solicitations for the parts, supplies and materials it buys for the military, and where vendors submit quotes.

DLA is the DoD agency that buys consumable parts, fuel, food, medical supplies and clothing, and it runs a very high volume of small buys through DIBBS under FAR Part 13 and DFARS 213, many evaluated and awarded automatically. Items are identified by National Stock Number, and the solicitation specifies the approved sources, the packaging and marking standard (MIL-STD-2073 and MIL-STD-129) and the delivery terms. DIBBS also posts awards, so you can see what DLA paid.

What to check: that your CAGE code and SAM registration are active (DIBBS registration depends on them), the approved source restrictions on the NSN, the packaging and inspection requirements, the quote validity and delivery date, and the small business set-aside status of each RFQ. Invoicing goes through WAWF in PIEE, and first-article or test requirements turn a cheap part into an expensive one.

What it is not: SAM.gov. DLA posts most of its small buys on DIBBS only, which is why parts sellers watch both.
