DIBBS keeps timing out and dropping my quotes. Is it down, or is something on my end?

DIBBS keeps timing out on me. I've had two quotes disappear in the last three days. I hit submit on the quote submission page and it just spins, eventually timing out. When I check the next day, the RFQ shows as 'never received' or 'not quoted'. I'm quoting on about 40 federal RFQs a week for fasteners and fittings, so this is costing me money. Is there a page on DIBBS or DLA that announces outages? What do I do when DIBBS drops a quote that was due during a system outage?

There is no public page on DIBBS or DLA that announces outages. If DIBBS drops a quote that was due during a system outage, you should immediately contact the contracting officer for that specific solicitation. The DLA Internet Bid Board System (DIBBS) is a web-based application for submitting secure quotes on Requests for Quotations for DLA items of supply. It also lets you view RFPs, Invitations for Bid and awards. I've had DIBBS time out on me before, and it's frustrating when you are trying to get quotes in. When it happens, I reach out to the contracting officer, explain the issue, and ask if there's an alternative way to submit the quote or if an extension can be granted. The FAR does not specifically address system outages for vendor portals, so it is up to the contracting officer's discretion, but they usually work with you if you reach out right away with proof of the issue. The contracting officer is the only one who can make that call.
