This change was mandated by the NDAA for Fiscal Year 2021. The certification holds the same weight across all federal agencies for federal contracts. For an SDVOSB sole-source award, the anticipated price, including options, cannot exceed $5 million for your NAICS code 541199, All Other Legal Services, and since January 1, 2024, only an SBA-certified SDVOSB designated in SAM.gov may receive one (FAR 19.1406(a)(2) and (b)).
