Section K of a federal solicitation holds the representations, certifications and other statements of the offeror, such as business size, ownership type, and compliance certifications, most of which are now completed once a year in SAM.gov.

FAR 15.204-5(a) places representations and certifications in Section K of the Uniform Contract Format, and FAR 4.1201 and 4.1202 move the annual ones into SAM.gov so the solicitation can incorporate them by reference through FAR 52.204-8 or 52.212-3. The solicitation-specific ones you still complete by hand: the small business size representation for the NAICS on that buy, any Buy American or trade agreement certificates, the telecommunications equipment representation under FAR 52.204-26, and agency-specific certifications.

What to check: that your SAM reps and certs are current and match what you are about to certify, that you sign the solicitation-specific ones in the right box, and that a joint venture or teaming arrangement is represented correctly. A false certification is a False Claims Act exposure, not a paperwork error.

What it is not: a formality to leave to the last hour. Many rejected proposals fail on a missing or inconsistent certification.
