GSA eBuy

Also called: eBuy, GSA eBuy, ebuy.gsa.gov, eBuy RFQ, schedule RFQ

GSA eBuy is the General Services Administration's online quoting system in which agencies post requests for quotation and information to holders of the GSA Multiple Award Schedule and certain GWACs, and only those contract holders can see and respond.

eBuy implements the ordering procedures in FAR 8.405-1 and 8.405-2, which let an ordering activity post a request to schedule contractors under the relevant special item numbers (SINs); posting on eBuy satisfies the rule in FAR 8.405-2(c) on how many contractors must be asked for orders above the simplified acquisition threshold. Access comes with a schedule contract: sellers register with the contract number and the SINs they hold, then see the RFQs, RFIs and sources sought notices for those SINs. Buyers can post to every holder under a SIN or to a chosen list, and can set an RFQ aside for a small business category. Requests on eBuy rarely appear on SAM.gov.

What to check: that every SIN you hold is linked in your eBuy profile, your notification settings, the due dates (often short), and whether the buyer wants a statement of work response or just pricing against your schedule rates. A quote above your schedule price needs a reason.

What it is not: open to firms without a schedule or covered contract, and not a state or local portal.
