How can my firm learn about local preferences or set-asides for county contracts?

My firm is bidding on a janitorial services RFQ for a county building, NAICS 561720. We usually do schools and other county work, but this one is new. The solicitation number is 24-0012-R. I checked the county's procurement portal, and it doesn't mention any local preferences or small business set-aside. I heard some counties have these, but I don't see anything on the bid docs. Is there a specific section I should look for, or maybe a separate county policy that isn't directly in the RFQ? How can my firm learn about local preferences or set-asides for county contracts?

Your firm can learn about local preferences or set-asides for county contracts by reviewing the county's procurement code and administrative policies, which are often available on the county's website. The RFQ documents themselves should also reference any applicable preferences or set-asides. Sometimes these are listed in the general terms and conditions, or in a specific section outlining evaluation criteria or special provisions. While federal contracting follows the FAR, state and local government procurements adhere to their own state procurement code and local ordinances. Each county can establish its own rules for local preferences, small business set-asides, or other socio-economic programs. If you cannot find the information in the solicitation or on the county's procurement portal, you can submit a written question to the county's purchasing office during the Q&A period specified in the RFQ. This ensures you receive an official response that can be considered part of the bid documents.
