My firm just received notice that our proposal was excluded from the competitive range for a large federal Request for Proposal (RFP). The RFP was for IT services, NAICS 541519, and was a full and open competition. We spent a lot of time and resources on this, and I want to understand what happened so we can improve our process for future bids. I know there are different types of debriefings, and I have heard of preaward debriefings. How do I request a preaward debriefing after being excluded from the competitive range? What is the timeline for making that request?

You request a preaward debriefing by submitting a written request to the contracting officer within three days after you receive the notice of exclusion. This timeline is set out in FAR 15.505(a). This type of debriefing is for federal contracts. State and local government procurements follow their own state procurement codes and portal vendor guides, which usually have different processes and timelines for debriefings.
I have been on both sides of this. When we get excluded, I want to know why. It helps us figure out if our pricing was off, if our technical approach missed the mark, or if we just did not have the right past performance to be competitive. Three days is not a lot of time, so you need to act fast once you get that notice.
