I'm trying to bid on a couple of groundskeeping jobs, one for the city of Jacksonville for mowing parks and another for the Navy base here. I saw a RFQ for the base, NAICS 561730, and the city has a bid open for mowing, NAICS 561730. A video I watched said I needed to register in SAM.gov before I could bid on anything federal. My buddy who does a lot of city construction work said the city doesn't care about SAM, only their own vendor portal. Is SAM.gov just for federal contracts? Do I really need to register there before I can put in a quote for the Navy base, or even the city?
