What is GSA pricing, and does my schedule price have to be the lowest price I give anyone?

My firm is putting together our first GSA Multiple Award Schedule offer for NAICS 561210, facilities support services. We sell these services to commercial clients, and our rates vary a lot depending on the client and the volume they commit to. The GSA offer templates ask for our commercial sales practices and a basis of award customer. I know GSA wants a fair and reasonable price, but I am confused about how they compare prices. What is the "price reductions clause" and how does it relate to transactional data reporting? Also, what are the rules for pricing task orders below the schedule price?
