HUBZone

Also called: HUBZone certification, HUBZone small business, historically underutilized business zone

HUBZone is an SBA certification for small businesses whose principal office is in a Historically Underutilized Business Zone and whose employees largely live in HUBZones, giving them access to HUBZone set-asides and a price evaluation preference.

The program is 13 CFR Part 126 and the contracting rules are FAR 19.13. SBA checks the principal office location against its HUBZone map, the residency share of employees set in 13 CFR 126.200, and ownership. Certified firms must recertify on the schedule in 13 CFR 126.500 and keep meeting the residency rule during performance of HUBZone contracts.

What to check: whether your office address is in a qualified zone today (the map changes with census data and redesignations), where your employees live, and whether moving a single hire would drop you below the residency share. The price evaluation preference in FAR 19.1307 applies in full and open competitions, which is where HUBZone firms often see the most benefit.

What it is not: tied to the owner's background. HUBZone is about location, not disadvantage, and a firm can hold it alongside 8(a), WOSB or SDVOSB.
