My firm, an SDVOSB, recently lost a federal contract for court reporting services, NAICS 561492. It was a competitive set-aside above the simplified acquisition threshold. We received the award notice last week, but I think the award decision was unfair. I requested a debriefing, and it is scheduled for next week. I've been told I only have a short window to file a protest with the Government Accountability Office (GAO) after the debriefing. What is the process for filing a protest with the GAO, and what are the exact deadlines I need to hit after my debriefing?

The process for filing a bid protest with the Government Accountability Office (GAO) involves using the Electronic Protest Docketing System (EPDS), and specific deadlines apply after your debriefing. You must file the protest within 10 days after the date on which the debriefing is held, according to 4 CFR 21.2(a)(2). The automatic stay of contract performance applies if the agency receives GAO notice of your protest within 10 days after contract award or within 5 days after your debriefing date, whichever is later, per FAR 33.104(c)(1) and (2). A GAO protest based on an impropriety apparent in the solicitation itself must be filed before bid opening or the time set for receipt of initial proposals. GAO is required to issue a decision on a protest within 100 days after it is filed, or within 65 days under the express option.
