My firm recently received a contract award notice that we did not win a federal contract. It was a general services set-aside under NAICS 561210, facilities support services. We put a lot of work into our proposal and thought we were competitive. We want to understand where we fell short.

I want to request a post-award debriefing from the agency. I am looking for the specific deadline for submitting a written request to the contracting officer. I know there's a specific timeframe, but I am not sure if it's business days or calendar days. What is the deadline to request a post-award debriefing for a federal contract?

The deadline to request a post-award debriefing for a federal contract is within 3 days after your firm receives notification of the contract award. This is a strict deadline under FAR 15.506(a)(1).

It's important to act quickly once you get that notice. My firm has missed this deadline before, and you just lose out on valuable feedback. For federal work, the FAR rules apply, but for state and local government contracts, the deadlines and procedures will be different. You'll need to check the specific state procurement code or the local government's vendor guide for those details. The contracting officer should then make their best effort to hold the debriefing within 5 days after receiving your written request, as stated in FAR 15.506(a)(2). Take good notes during the debriefing, they won't give you a copy of the other bids, but they will tell you where you fell short.
