I'm an electrical contractor, and I'm looking at an RFQ for a small lighting repair at a federal building. The job looks like it will take two days, maybe three. The RFQ includes a Davis-Bacon clause and a wage determination. My company does mostly commercial work, some county courts, but this is the first time I've seen this clause on such a small federal job.

I thought the Davis-Bacon Act applied to larger construction projects. This is a small repair, just replacing some ballasts and bulbs. I'm trying to figure out what the Act requires for certified payroll on a two-day job. What is the threshold for the Davis-Bacon Act, and does it apply to this kind of small repair work on federal property?

The Davis-Bacon Act applies to federal contracts in excess of $2,000 for construction, alteration, or repair, including painting and decorating, of public buildings or public works. The job you describe, a small lighting repair at a federal building, would fall under the "repair" category. Since the RFQ includes a Davis-Bacon clause and a wage determination, it indicates the contracting officer has determined the threshold is met for this work. This means you will need to comply with the certified payroll requirements for all employees working on that federal site during the performance of the contract, even for a short duration. The Department of Labor provides guidance on these requirements.
