Which CMMC level do I need as a services sub who only gets emails and spreadsheets from the prime?

My company is a subcontractor to a defense prime on a federal contract for training services. Our part of the work is managing course rosters and schedules. We handle student names, contact info, and attendance records. The prime sent us a flowdown letter that says we need to confirm our CMMC level. We only get emails and spreadsheets from the prime, and nothing we've seen is marked as Controlled Unclassified Information (CUI).

My understanding is that if we only handle Federal Contract Information (FCI), we might only need CMMC Level 1. The prime is at Level 2. Can a subcontractor be at CMMC Level 1 if the prime is Level 2? Who makes the decision on the required CMMC level for our specific work, the prime or the government? Is there a way to verify if the data we handle is indeed only FCI and not CUI?
