Our trucking and hauling company has a state MBE certificate. We haul construction materials for state and local jobs here in Arizona. A prime contractor we've worked with before reached out about a federally funded road job and said they need DBE-certified subs. They said our state MBE might not count for the federal project.

Is a Disadvantaged Business Enterprise (DBE) certification different from the MBE and WBE certification we already have through the state? Who certifies companies for DBE, and what does the application process involve?

Yes, a Disadvantaged Business Enterprise (DBE) certification is different from a state MBE and WBE certification because DBE certification is a federal program that applies to federally funded transportation projects. The state MBE certification you have is for state and local projects, which follow state procurement codes and their respective vendor guides. The prime contractor is correct that your state MBE certification will not count for federal projects requiring DBE participation.
