The Department of the Navy is buying brand-name Facility Related Control System (FRCS)/Area Wide Energy Management System (AWEMS) network equipment from Cisco and Johnson Controls for the Marine Corps Air Station Miramar, California. The procurement will be made using other than full and open competition, pursuant to the authority of 10 U.S.C. 3204 (a)(1) (FAR 6.302-1).
