The U.S. Army Corps of Engineers, Kansas City District, intends to issue a two-phase design-build solicitation for the design and construction of levee access manholes at the Fairfax-Jersey Creek Levee Unit in Kansas City, Kansas. The contract will be awarded to the offeror whose proposal offers the best value to the Government using a tradeoff process considering the evaluation factors from both phases.
