The Department of Health and Human Services, Office of Refugee Resettlement seeks a contractor to operate state-licensed, nationally accredited secure care and heightened supervision facility residential programs for unaccompanied alien children ages 13–17, providing up to 150 secure care beds and 100 HSF beds with comprehensive trauma-informed services. This is a presolicitation notice inviting industry feedback on a draft RFP; no proposals are being solicited at this time, and the final solicitation is anticipated in October 2026.
